This is a paraphrasing of a section of Lao Tzu’s Tao Te Ching which dates back to at least the 4th century BCE, but is a pretty timeless notion. If people regularly engage in a particular activity, and you then make that activity illegal, you will have just create some criminals. The implication is that crime is socially constructed and not necessarily a moral issue. I particularly like the awkward phrasing of this one, which makes people consider it for longer, hopefully.
